Abstract

Today’s problems stem from yesterday’s solutions to those problems. After tracing the origins of today’s problems from the French Revolution, the evolutionary phases of health-care development (in any country) is outlined. We are, in the RSA. now entering the third phase where emphasis should be on management and organisation. The greatest scarcity is the Academic Physician. Cost benefit and cost effectiveness are considered, with an algorithm for time-advantageous choices, which are then considered. Finally some heuristic thoughts on educational management and control are presented.
